Steve Tshwete of the ANC was designated as the facilitator between SACU and SACB.

On August 4, 1990, SACB accepted an invitation from SACU to enter into dialogue with them. It was also resolved that the two executives would meet. The meeting was scheduled for September 8, 1990.

The meeting was held at the Holiday Inn in Durban with Steve Tshwete as the presiding officer. The SACB stated that the relationship between the two bodies would be based on the acceptance of a moratorium on all tour to and from South Africa by SACU.

The two bodies met again on December 16, 1990. These talks resulted in the election of a steering committee comprising Geoff Dakin (SACU), Krish Makerdhuj (SACB), Ronnie Pillay (SACB), Percy Sonn (SACB), Peter van der Merwe (SACU), and Ali Bacher.
