St George's Park - Chapter 21 - Double Standards Resolution of SACOS
The Double Standards Resolution of SACOS was the big stick effectively used to keep non-racial sport in toeing the line. This controversial measure was introduced in April 1977 and caused havoc among the ranks of non-racial sport. In 1977 Hassan Howa replaced Norman Middleton as president of SACOS. It became a dominant force in isolating White sport. Its association with international anti-apartheid groups such as Hart (Halt All Racist Tours - New Zealand), the United Nations Committee Against Apartheid and the South African Non-Racial Olympic Committee (SANROC) placed it in the vanguards of the struggle against Apartheid.
